The purpose of the Occupational Safety, Health and environmental protection system is to ensure the absence of accidents injuries,
or occupational diseases occur to the employees of WEPCO, its contractors, and members of society in general, by applying the latest standards. In addition, preserving the environment and natural resources, avoiding any negative or harmful effects that may directly or indirectly affect the areas surrounding its various locations, while adhering to the continuous improvement of this system in accordance with Egyptian and international standards, ensures the safety of the site activities and the safe processes of operations.

Operations Safety System
Objective
The Western Desert Operating Petroleum Company - WEPCO 's Operations Safety System aims to apply the latest standards and systems for the safety of its operations by fully applying the elements of the Operations Safety System to avoid and mitigate major accidents (MAH)، which may be produced during operational processes. This system is applied in accordance with process safety management approaches, design standards, and engineering studies of the Egyptian Ministry of Petroleum and the United States Chemical Operations Safety Center (CCPS). The Operations Safety Management Programs include the following twenty key elements:

Contractor Management System - and Life Preservation Rules
- WEPCO has established a safety instruction manual for contractors in accordance with the instructions of the Egyptian General Petroleum Authority with the addition of the provisions of the rules pertaining to life preservation, where the item relating to fines and violations of the contractor has been updated and linked to the rules of life preservation The Guide was appended as a fixed appendix to contracts.
- A monthly awareness campaign is carried out on one of the life-preservation rules for company employees and contracting companies.
- Train all contractor personnel on different fire extinguishing scenarios
- The occupational safety, health, and environmental protection department of the contracting companies is periodically evaluated.

Safety system
Early Warning and Fire Extinguisher System
- The early warning and fire extinguisher system’s aim is to secure all installations, buildings and strategic locations with specialized fire extinguisher systems, smoke, flame detectors, and early warning systems in addition to fixed firefighting systems such as foam systems and mobile firefighting systems.
- The firefighting and alarm systems run automatically in case of fire, via the fire and alarm panels of the control room. The fire and alarm systems are monitored through the control room 24 hours a day.
- WEPCO owns various firefighting trucks, one of which is telescopic along with two rapid intervention vehicles in case of emergencies.
- A high-level training field equipped with the latest technology is available to conduct periodic training to ensure full readiness of personnel and equipment in order to intervene in emergencies and reach maximum control in the briefest possible time.

Marine Pollution Control System
- WEPCO - Al Hamra Terminal is setting up a accredited branch with integrated with its own equipment to combat marine pollution from crude oil in the Mediterranean Sea.
- Modernize and develop marine pollution control equipment at the port and provide it with containment, recovery, storage, and insurance equipment at the highest level, according to the risk analysis study of oil spills - 3R Study – while using the guidance models of the OPRC specialized in the field of marine pollution control.
- Update the Emergency Contingency Plan to combat marine pollution periodically.
- Conduct periodic training to ensure that the company personnel and equipment are fully prepared for emergency intervention to reach the maximum control in the briefest possible time.
- WEPCO periodically conducts joint exercises with the relevant authorities to ensure the effectiveness of the emergency plan. This serves to identify all negative and positive points to continuously improve the plan through the implementation of different unreal scenarios.

Emergency Readiness and Response Plan
Introduction
WEPCO is committed to ensure that the company personnel and equipment are fully prepared for emergency intervention and reach maximum control in the briefest possible time at its various locations through the presence of different contingency plans. These include different scenarios, as well as, the distribution of tasks and responsibilities in different emergency situations as a result of various activities within the company’s sites.
Objectives
The primary objectives of the Emergency Readiness and Response Plan are:
- Life Safety
- Environmental Protection
- Protection of the Company Assets
These objectives are achieved via
- A major contingency plan that includes emergency scenarios for occupational safety, health, and environmental protection (e.g., fire, explosion, crude oil spill…etc.).
- Emergency plan to combat marine oil pollution (for marine facilities) that includes different contingency scenarios for marine pollution.
- Conduct maneuvers for emergency scenarios of occupational safety, health and, environmental protection, as well as, emergency scenarios for marine pollution to determine the possibilities and effectiveness of acting on accidents and emergency situations.
- Train all company personnel on different firefighting scenarios and marine pollution control.
Waste Management Department
In consideration from the Department of Occupational Safety and Health and Environmental Protection to preserve the environment, and to comply with the Environment Act No. 4/1994 and its amendments to Act No. 9/2009, to protect the soil and water sources from the risk of pollution, waste generated from various activities is disposed of on the WEPCO site according to the following:
- Contracting the Management of Hazardous Waste in Al Nasiriyah for the safe disposal of hazardous waste, whether solid or liquid generated at the Company’s sites.
- Contracting the Directorate of Health Affairs in Marsa Matrouh for the safe disposal of hazardous waste and medical waste.
- Contracting the Cooperative Production Association for the Maintenance and Cleaning of Facilities for the safe disposal of ordinary solid waste.
- Contracting with Green Valley Company for the transport and treatment of crude oil recovery water to transport and treat crude oil recovery water.
